The Death Star wasn't that great of an idea in practice. Considering the size and effect, it qualifies as a white elephant project; increasing the size of the Imperial Fleet or reducing the tax burden/tariff rates in an attempt to relieve the ongoing unrest and slow the rapid growth of careers in the criminal sector (e.g., smugglers) would have been wiser choices.
