UFP phaser rifle
It has a four-point-seven megajoule power capacity, three millisecond recharge and two beam settings. . .
4.7 MJ / 0.003 s = 1.57 GW

I also calculated TNG hand phaser at max 657 MW. TOS hand phaser had 15 to 60 GJ power capacity.

You basically are making it pointless to include a CRM-114 since is no more powerful then smaller more practical weapons.

Enterprise era phase rifles and pistols had a max output of 9 mega-joules.

No, because I also capped the basic infantry weapon so it won't have the yield of a tank gun.

You gave the Jem'hard megajoule weapons making the CRM-114 pointless.

Praeothmin is ignoring the fact that Star Wars characters consistently miss even while taking careful aim. Hell, they can hold their weapons level, and still somehow have the bolt fly a foot or two over the targets head while the target is no more then a few meters away and out in the open.

In Star Trek if they miss at least it's generally only by a few inches, and because the target moved, or was only showing a tiny part of their body.

Anyway, we see beams shooting for less than a second and for far more than a second - so individual shots (or better, what we see as individual shots) aren't fixed in output. We know that hand phasers can heat stones up to red glow - and regardless of technobabble, you need energy to do it. I got 600 MW output from that for UFP hand phaser. Phaser rifle is certain to have higher output, and Cardassian rifle is stated to be stronger than UFP one. Your idea of battery-recharge is OK, if it weren't for that - and for the fact that miliseconds aren't required for such recharge. 0.05 second recharge (almost 20 times slower) would be more than fast enough (what is that, centiseconds?) since rifle would recharge faster than soldier would be physically capable of ejecting the charger again.

Han Solo had no problems hitting Stormtroopers on Endor, shots of at least 50 feet...
The Stormtroopers, for all their weak aiming, were actually coming close to hitting Luke on Bespin, as their shots left blast marks less than 1 foot away from Luke, when firing at a distance of at least 30 feet with un-precise weapons...

I remember a lot of misses where the target did not move, and was only half hidden by cover, and the shots still missed by a foot or two, when the shooter was less than 40 feet away, like when the Klingons attacked DS9...

And in the boarding of the Tantive IV, we see Stormtroopers missing their targets as close as maybe ten or fifteen feet away.

As for the overall aiming skills of Jem'Hadar and Battle Droids, in "The Siege of AR-558", we see Jem'Hadar troops hitting their targets in very poor visibility conditions (dark, there's a ton of dust floating in the air), while in "Attack of the Clones", Battle Droids are missing their targets in very good visibility conditions (broad daylight, clear air). And the Droids still do a good amount of damage to the Jedi. Think about what Dominion troops would do.

Yes, ST troops are better shooters than SW troops, but the OP stated five times less troops for the ST side, and top-level Sith Lords for the bad guys...

It's not that they don't ever miss in Star Trek, but how they miss in Star Wars.

At about 5:18 we see battle droids shooting over the heads of the Jedi. You can see similar feats of marksmanship in every battle and both sides do it in the clones war.

I actual blame the blasters in Star Wars rather then the guy pulling the trigger. Even named characters like Han and Luke still miss, and Storm Troopers are known for their bad aim according the Obi-Won.
