Those were just holographic targets it was being used against. And the Memory Alpha article did say that it's also good as an anti-vehicle and anti-turret weapon. And 4.6 gigajoules was it's maximum setting. The intial start of the explosion against the humanoid robot/power armor thing:

That's a mighty big explosion when you consider that the targets are armored mechanisms, and we have no way to know if the thing was even set on full power for the test.

What the Jedi charge into the battle droids. They don't have to deflect a single bolt fired at them before they're capable of hitting the droids with their lightsabers. On the other hand, we've seen remarkable accuracy from mere Jem'hadar soldiers (see the episode where they suicide themselves to save that pesky Vorta).
Seriously, watch it. Take the time. See for example the moment another battalion enters the arena with C3PO's headless body. The Jedi in the background aren't even threatened by droids surrounding them. There's not even that many flashes. The droids don't even fire! The whole battle is of the same vein.
To the others: I capped the CRM-114 to 1 MJ. Besides, it only says it could fire through a 4.6 GJ forcefield, which is a very vague statement considering we know nothing about the power of the field, nor the shield surface area (energy could easily be spread over each square centimeter).

That's still the force of a half-pound of TNT. Which would still be enough to leave a decent crater in the ground. But it makes it weaker than the Cardassian disruptor rifle, with a 4.7 megawatt output.

Maybe, but as far as I remember, ST shields don't actually use lot of energy when up, unless blocking shots. So it probably means that forcefield can stop 4.6 GJ worth of energy before failing. So, if Breen cannoin fires bolts, each would have been >4.6 GJ. If it fires continuous beam, however, it doesn't say much, beacouse we don't know timeframe... it could be 2.3 GW over 2 seconds or 7.7 MW over one minute...I capped the CRM-114 to 1 MJ. Well, in a weapon, you're going to want to deliver that energy as fast as possible, and as powerfully as possible. We know the CRM-114 fires its energy in a beam, so it might be safe to assume that it fires at a rate of 4.6 GJ/s.
