Fact is that you know next to nothing.
All five episodes in between are stories where almost no ship combat occurred.
You want us to believe that:
1- While at this Starbase, the E-D DID NOT replenish its supplies, including torpedoes?
And
2- That in the five episodes between "Phantasms" and "Pegasus", the E-D spent half of their torpedoes?
That is ridiculous, to say the least...
Obviously, in the Federation territory, with Starbases available quite readily, it would be idiotic to think they never replenish their supplies...You do not know how many torpedoes the Enterprise had avaible then. The only thing you know is, that the Enterprise has 250 torpedoes during the events of Conundrum. But this does not mean that she has always 250 torpedoes. Obviously after firing off torpedoes, the number decreases. And you do not know how many torpedoes were fired off since the last restoring. Insofar it is possible and must be considered that the Enterprise was very low on torpedoes.
You are right, we don't.Furthermore you do not know, why the asteroid had such a powerful magnetic field and how that could possibly affect the ability to destroy it.
You'll notice, for this reason, that pretty much everyone here who calculated this event used a "standard" Nickel-Iron asteroid, and simply used the fragmentation calculations for asteroids of 5 and 9 km in diameter...
No, the simple fact is that there is high evidence for the E-D to be fully, or a,most fully, stocked in everything, since they were in a starbase not too long before "Pegasus"...Insofar, there is no wanking at all. The deck is not stacked in favor of any franchise.
I repeat: The simple fact is that this event is non-conclusive. It can not be used to prove high fire power nor can it be used to prove low fire power.
Plus, even though this ability may have become possible only at the time of Voyager, it seems some ST ships have the ability to manufacture their own torpedoes...

There was a TNG episode where Geordi was firing a type-II Phaser rifle at a shuttle to make it appear as if it had been in a fight.I was thinking phaser rirlfes
It only made burn marks on the shuttle, but they do not mention a setting.
Although Ensign Taurik, who is assisting LaForge, tells him he could reset the Phasers to a lower level not to harm the shuttle (so the Phaser was certainly not set to Stun).
And each shot was held for at least 4-5 seconds each time to do the damage...
