We all know ST shields for starships have bleed-through of damage. Scotty's quote about piercing the planetary shield around that prison planet (i.e. I can do it but then everyone on the planet will be dead) confirmed that planet-wide shields have the same effect.

With all the mentions of outposts on asteroids being shielded, some of which could withstand the combined firepower of many ships, I really don't know why people still believe the Federation could not produce at the very least theater shields just like on Hoth, if not full blown planetary ones...
