The standard output of the phase cannons on the NX-01 is 900 Gigajoules, and in a pinch can be raised to 5000 gigajoules.

The phase cannon output is measured in joules. That tells us that the weapon fires discreet pulses, and oddly that matches the visuals of the phase cannons firing.

Notes
1) We do not know what the wattage of the NX-01's phase cannons is, but it must be in excess of 900 gigawatts.

2) The limitation is not in the reactor or the phase cannon's ability to handle the input, but some sort of recoil. Had the NX-01 been designed to handle the recoil the Phase Cannons would have been able to have an output of at least 5000 gigajoules every time. It is likely that later models of starship had higher weapon's outputs then 5000 gigajoules if only because reactor output was not an issue, weapons input and output was not an issue, and the NX-01 's weapons were not powerful enough.

I hate to say it, but I'm not sure the plasma turret information is relevant to phase cannons.

After all, the Enterprise had plasma turrets also, even though they did not use them.

You seem to be correct.

I would think the plasma cannons would not have been hooked into the Impulse Engines out of dry dock given how the phase cannons are suppose to be installed, and if all the plasma cannons were replaced with phase cannons then the plasma cannons may have never gotten the jury rig upgrade.

It still gives a nice low end for what the Phase Cannon's would have had as standard output I would think.
