You have Tomorrow is Yesterday in which just turning on the shields effectively cloaks the Enterprise, and then you have the same thing happening in "The Future's End".
Shields by the Federation at least are gravity based as shown in Star Trek: Generations.
From "The Enterprise Incident" we know Romulan cloaks just plug into the deflector shield controls. They are very much plug and play, and work through the shields, but can not actually make the shields do things they could not already do.
We know that some cloaks generate some strange form of radiation that makes things invisible like the Suliban cloaks seen in Enterprise, but those cloaks don't generate enough of the stuff on their own, and are always housed inside the ship.
We know of only two ships total that could fire while cloaked. General Chang's Bird-Of-Prey and the Scimitar.

So that large station in Riddles should have a reactor output comparable if not exceeding an idling Galaxy class if only because it should have space for lots of reactors. Ya, I know, now that I wrote this all out my reasoning is not as air tight as I'd like.
