Why Starfleet has so many insane admirals?

To quote Moore after creating admiral Pressman: "I am proud to say that I've written another insane Admiral. They must put something in the water at Federation Headquarters."

Could it be effect of "kicked upstairs", where incompetent and/or insane captains are promoted to low Admiral ranks to keep them from causing trouble at frontier, whereas higher-rank Admirals and politicians can keep tabs on them?

In TOS it was a couple of insane or evil captains (Merrick and Tracy), and a couple in TNG and DS9. But are there so many? What's the tally for insane/evil/corrupt admirals?

One-third to one-fifth of total in TNG, I beleive.

That's not a really accurate assessment. Out of how many SF admirals shown? I think some evidence is in order.

Janeway (Kathryn), insane as hell.

It doesn't. It was me reading articles about admirals and giving them qualification based on that.

Every one major stars we get see be insane one time or another. So fact only get see must admiral once tell us nothing. We also see insane ensigns and Lt and Lt commanders however high ranker office away seem more people notice.

Ya know, I translated that statement (using Google Translate) from English to Russian to Greek to Swahili to Arabic to Japanese then back to English, and this is what I got.

That's the way. Why this fly hasn't been swathed yet is soon to be another long running joke outside of SFJN. Can't see why a board which has really tried hard to emphasize higher debate quality among other things can't just find the balls to get rid of village idiots and other hyper-obvious trolls.
Why not allow spambots? They'd be just as irrelevant and useless as jb's drivel.

Trust me, we're not the only board that has had to deal with him. And neither is ASVS. Both SDN and StarTrek.com have felt the Wrath of Jason.
