Again, TPTB were simply ignoring canon in their final season.
And where was all this stated in canon? I recall Kirk having a fair amount of latitude in how he accomplished his orders, "general order 24" anyone?
And it makes perfect sense, because Starfleet wasn't modelled on the modern day military but rather the Age of Sail Royal Navy.
Kirk and Picard both originally had a fair amount of latitude because of the Horatio Hornblower influence, which took the premise of the sailing ship captain of 16th throguh 19th century who could be out of communication with their superiors for weeks or months on end, and sometimes even years. You see this in early first season TOS and TNG especially where it takes hours for a subspace message to reach them. Both in TOS as well as TNG, the show rapidly pulled away from that concept, and soon Kirk and Picard are happily chatting in real time with the top brass.

As I've noted before, it would have made TNG make better sense as far as the carrying of families onboard was concerned, if the ship was in a situation were it was tens of thousands of light years away from the Federation on the other side of the galaxy exploring, and messages are possible, but take days or weeks to reach them though little relay satellites like the ones the NX-01 is seen dropping off behind it occasionally as went along. The ship and it's crew would not stop back at the Federation, much less go back to Earth for decades.

Couldn't Voyager and DS9 communicate in real-time across quadrants that were 70,000 LY apart?

By about season 6 or 7 they could contact starfleet at certain times due to some array pointing at a singularity or some such techno babble.

True, I guess wormholes don't count since they're generally unstable, and the one at DS9 is alien-created.

DS9 did so through the Bajoran wormhole with a relay on the other side, while the
Voyager did so through a somewhat different means via the
MIDAs array that operated by bouncing a signal off a pulsar and amplifying it in the process. Initally the communication was limited to once every 32 days, but later was brought up to once a day for 11 minutes.

There was also a time that Riker talked to Quark on DS9, real-time, via a single Federation relay-station. These stations were manned outposts ("Aquiel") that created a long-range comm-network throughout the Federation space, allowing real-time communication from one end to the other.

Just finished watching "All good Things" in Enterprise, and in it, Riker specifically says that the Cloaking Device was the work of a secret group within Starfleet Security, and that building a Cloaking Device IS illegal.
Section 31 anyone? :)
This proves, beyond all doubts, that the Federation knew nothing of this Cloak, and that Picard was indeed acting correctly when he revealed the Cloak to the Romulans, and was not acting against Starfleet orders...
