Possible answer to why neither Andrions or the Vuclan provide escort human colony ships during Star Trek Enterprise
1. Neither side care one way or other fact Andrions help design human first shields kind make that unlikely. On top of that Vulcan also were willing answer distress call also put this into question.
2. Vuclan were getting ready for a war with Andirons. Under this theory Vuclan against one left with the distress call problem. They had ships to spear order to answer distress call kept with escorts. Also heavy PR are problem doing nothing entire. No real world government us this reason.
3. Possible Authers after all the NX Enterprise able stand up to two Xindi races that they going face. Vuclan would made lot harder for Xindi able to destroy converies. Single Vuclan ship fight even 2 to 1. Of course strength comes in numbers Xindi fleet able over overwhelming even the Vuclans. Two group Xindi do genocide war on the humans had at least sixty ships.
