Do you really think Voyager's crew wouldn't talk about the speed limit at least once if it was still in effect when they left?
I'd think the speed limit would have come up during Deep Space Nine if still in effect, and not all starship traffic was war related during the war.
Doesn't the Federation become extra galactic at some point?

Actually Voyager should portray the warp speed limit well if it does exist because of Captain Janeway. Remember; she would almost never break starfleets rules.
I'd get crazy being stuck behind that bitch on a motorway spoiled by an inordinate amount of ludicrously low speed caps.
