IIRC, The objective of the Empire's action over Hoth was capture of Rebel leaders, not destruction of the base. That's why they used a blockade and landed ground troops, lead by Vader.

Nevertheless, they did state that the shield was strong enough to deflect any bombardment.

As to the Empire's objectives, it was plainly to wipe out the Rebellion by capturing/destroying the base on Hoth. Vader's hope was to be able to capture Luke, if he survived the assault (Luke could have killed when his speeder got shot down, for instance).

But that hardly makes a difference as we have this line of dialog from General Veers concerning the Hoth theatre shield:

VEERS: ":My lord, the fleet has moved out of light-speed. Com-Scan has
detected an energy field protecting an area around the sixth planet of
the Hoth system. The field is strong enough to deflect any
bombardment.
"


So regardless of the Imperial's objectives, the shield was too strong for them to simply bombard it from space and take it out, thus allowing them direct free movement down to the Rebel base.

Also more telling that the Imperials simply did not bombard the planet from, say, the other side, and let the shockwaves damage the Rebel base and knock out the shield generators that way.
