Why Klingon not beam board parties in Yesterday Enterpises

Why did the Klingon beam down board parties in Star Trek Yesterday Enterpise. Both in final show down and were was other BOP anyway. simple quickly decloaking and beam board party on board would put more presser on the USS Enterpise D.
I am interest any theories which did include time or money since at least threoyies easily had board party beam on. As for uniform assume that Paramount keep them available when need. Special once used multi times. While I do have my own throey interest hearing other ideas first.
