Why tthe USS Enterpise D in Yesterday timeline seem underpow

Fact USS Enterpise D could destroy one BOP out right but did not during fight phase with Klingon warships and then final show down she took little time repower up her weapons.
Possible reasons I came up
With for first fight BOP maybe lot power devote to replication replacement parts for USS Enterprise C. Maybe even after that fight they need replication replacement parts.
Another possible is that issues simple with time. She still effective fight battle fleet combine with the fact time used upgrade her could be used instead to have deliver more troops to planet need them. Simple her main mission might have will closer to troop carry then warship.
I be interest other possible you guys could come up with.
