Yes, I assume that is all taken into account under the navigational considerations. Now someone might ask "Why don't they just go upward for a couple years outside the disc of the galaxy, and then travel over it in the somewhat less densely populated coma of the Milky Way galaxy for maybe a just decade or so?". Just two words: Galactic Barrier.
This strange phenomena may or may not impede Voyager, which in theory is a much faster and better shielded vessel than the old E-1701 was. But it still might be a highly risky venture.
