It's hard to tell, most of the scripts available online either do or don't have it. The one Picard linked to has this:
PANAKA: Stay on course!

RIC OLIE: We won't make it. The shields are gone.
If the scene was filmed at all, it is not in the final cut, or was in the theatrical release, but is not available in the VHS or DVD versions. Wong allegedly quotes the TPM novelization, so it was in at least one draft of the script. But with the removal from a fairly brief scene, does that reduce it's canon status?

By the way, the scribd.com version does not have the cloaking device dialog in it. So it seems that different people have gotten hold of different drafts of the script. It does not appear to be in the final shooting drafts. The only reason the cloaking dialog exists in the TPM novelization is probably because the author had only an early draft to work from for starting it as was the case with most of the movie novelizations.Picard wrote:Either that or novelization.

The two movies most certainly would, but TCW's "Cat and Mouse" is T canon, which is just below G canon (though I have no idea why the hell that would be since it has heavy George Lucas involvement and production, and Lucas even says this is legit part of his story of Star Wars).

It's lower canon partly because of the stylized characters, and likely to try to appease the rabid <Sarcasm>fans</Sarcasm> who think Star Wars is anything other then a kiddy show.
