My theory is that it is possible danger to use then enemy or at least as dangers. Remember mines go off that did heavy damage to Vor'cha-class Klingon cruiser in Star Trek DS9 Sons_of_Mogh. That could be bad for BOP which photon torpedoes want off in flight or get hit on root. Remember ship no shields to protect it from shock waves. photon torpedoes that BOP firing while cloak in Star Trek Undiscovery country as far we can tell.
