SW.com is definitely not canon since it's not a published work. ICS is more debatable, though I hope most agree it's C-canon and does not override any other form of canon.

Well, the Starwars.com databank is good for looking up the source EU and movie material it often references.

If it comes from Lucas Film, how is it not cannon? That's stretching it a bit.

Depends on your point of view.
A LFL official acknowledged the existence of two canon policies. One that's about the stuff GL did and the novelisations, and the rest about almost everything that's official and fits more or less with the EU's continuity.
That way, everybody's happy.
