1) I have found several statements that STO is canon, but I don't remember where. Not from reliable sources, thought. So, is it canon or not? What are statements from Paramount on the matter?

2) I also remember seeing somewhere that, in Star Trek canon, story > dialogue > visuals. While that would be logical way of things if internal canon rankings aren't established, are there any official statements?
