Well, that's the feeling I have when reading Young's diatribes. Same old shit, really.
Lolably (I bet you didn't know that word), the following picture representing (as I understand) a fan made scout trooper suit, might explain the whole smudge thingy:

Take the backpack. Now look at the black section that seems to be a lid covered with all sorts of bits and bobs. Notice the long, rectangular black element with a red sliver running all the length of said piece's top surface (it's actually indented somehow). Now picture the scout trooper bending forth (...) and the camera man standing before said trooper (several meters before the trooper, that said); that red band thingy would appear in a vertical way. From a distance, in day light, on an old camera and with the video data compressed down into a crappier resolution, and now this bit being present on a slightly different production prop, wouldn't this red band, at some very specific moment in the video, due to lighting and so on, look like the missing bit of the arrow, the one that sticks out from the black body material and extends beyond the edge of the backpack white arc?

Ok. Yet, it looks like, at the right angle, light reflecting on that piece of whatever could very well look like the annoying section of the arrow that seems to prove it's planted in the black mesh.
