So 1% of 300 billion would mean that the republic would probably have around 3 billion soldiers?
Countinjg all local troops, most likely yes.

You know, a sparsely populated planet can still have a huge population. A planet, after all, is a huge place. Even as sparsely populated as 1 person/square km still yields (on an Earthlike world) a population of 170,021,866. (Earth is 2/3 covered with water.)

And a sparsely populated planet means that there's a lot of space for people to plan insurgencies, even if the number of occupying forces is comparable to the number of people.

While that would be nice, I'm pretty sure what he meant was "all these planets except Coruscant".

All this brings brings up an interesting point; there is nothing that stops the Galactic Republic or it's successor the Galactic Empire from setting a non-transient population limit for Courscant, ala Isaac Asimov's city-covered planet of Trantor (the apparent inspiration for Courscant) from the classic Foundation stories, which had a set population of some 45 billion.

Well, Socar, you really don't have to explain anything, because the exact words used by Who is like God arbour were (emphasis mine):
that all these planets (and moons) but Coruscant seemed - at least to me - only sparsely populated.
Which means exactly what you said:
All the planets except Coruscant.
I'm pretty sure Wyrm just read it quickly, that's all...
