I think Sothis is just talking about Palpatine in the context of the post. Based on what I've read on websites, they depict Palpatine as a power-hungry monster who isn't doing what he's doing for any sort of greater good. He enjoys what he does, and he enjoys the methods that he uses to achieve power, and revels in the suffering that it causes. Considering the name of the book, I thought the portrayal of Palpatine was contrasted against that of Plagueis.
Anyway, in the movies, there never has been one single redeeming trait at all I could find.

There's a point in the book where a young Palpatine is being taken from Naboo by his father to get him away from Plagueis' influence. Palpatine isn't truly aware of what he can do but in a fit of Force rage kills his entire family - and doesn't show any remorse or regret over this.

Star Wars has the potential to be post-scarcity, and I wouldnt be surprised if you could design a planetary or system economy to gradually become post-scarcity within that universe. Its possible some already are, such as Naboo or Clone Wars portrayal of Mandalore.
Trek... is iffy. The Federation likes to act as though its post-scarcity. The Klingons, Romulans, Cardassians etc arent. Certainly Earth and the primary Federation worlds are probably post-scarcity to some degree.
As RPG settings, both have been done, several times. As a versus, no, never.
I do take issue with what you say about While a character playing as a Jedi could fall to the Dark Side or just stop being a Jedi and become a smuggler, someone in Starfleet who does something equivalent same makes no sense as a main character-- you do actually see stuff like this happen on admittedly rare occasion. Someone decides they have a problem with how Starfleet or the Federation are doing things, object, get told to shut it and get with the program, decide they dont want to, and so forth.
