What's so bad about Deathwalker's Universal Anti-agapic in and of itself? People kill animals for food all the time.
I'm pretty sure from the context meant that it had to be extracted from sapient beings. Deathwalker isn't giving a detailed description of its composition, she's gloating about how she's going to set everyone at each other's throats and plunge the galaxy into mayhem.
Edit: On a side note: Fuck you Kosh. You got to be born with immortality.
