1) I may be wrong, but I'm not aware of any rules for running out of ammunition in War Hammer or War Hammer 40,000. That may be taken to imply that all sides normally carrying all the ammunition they will normally need in a battle on themselves.

2) Space Marines are usually depicted as being armed with bolters that are firing on full auto while fighting hoards of enemies. They either have to carry a huge amount of ammunition, or in fact be fighting a small number of enemies.

3) I've never heard of any fluff as to what a Space Marine combat load was.

Knowing how much ammunition a magazine holds and what is the standard number of magazines carried is required for a pen and paper role playing which 40k at least had at one time. The data I'm looking for seems to exists for the Tau from scans I've seen on line, but I'm not sure of the source.

It adds fluff, to help flesh out the setting, and gives a sense of scale.

At worst, what is the most ammunition that can be carried for a given weapon in the "Fire Warrior" video game and the "Space Marine" video game? I highly doubt you can carry an infinite amount of ammunition for each weapon in the games.

From a VS debate standpoint it helps describe a War Hammer 40,000 battle field.

They build their ammo clips from a STC obtained after studying a crashed TARDIS before the thing vanished as if it has never crashed to begin with.
