The Inevitable Ban is still new fish here, a newborn of some sorts. He doesn't have much experience in dealing with trolls.
Besides, his predecessor, Open Mind, aka Über Toleranz (other aliases starting with Bend Over Lord and else were considered defamatory) and who might have had an influence on the former, proved to be considerably lax and ineffective.

Granted, based on TR777's display of "skills", I'm also thinking it's overkill.
