Um, I don't see anywhere in the tactical systems section anything about them having deflector shields, nor any citation for the that in the box text.

However, the box that mentions deflector shields has remained unedited for about three years now, so we can assume that they have shields of some sort.
But we've entered into the realm of WAAAAAAAAAYYYYY Off-Topic, and this has turned into discussing the merits of the Federation Attack Fighter, rather than the Arwing, which was the fighter Enterprise E made this thread about.
For fighters that could beat the Arwing, the Bajoran Raider would probably be an even match for the Arwing, despite it being a lot bigger.
From what I've seen, here are various starfighters, and how they'd fare against an Arwing one-on-one:
X-Wing: Lose
TIE Fighter: Lose
Federation Attack Fighter: Win
Bajoran Raider: Win or Tie
Mk. II Viper: Lose
Mk. VII Viper: Lose
Cylon Raider: Win, but only if it had nukes
Terran Wraith: Win or Tie
Protoss Scout: Win
Death Glider: Lose
F-302: Lose
Wraith Dart: Lose

It's simply impossible to quantify the Arwing without out of game background info of some kind.
To the list you made, you may give a win to any fighter which can carry conventional missiles.

I'm still not convinced about the Federation fighter having shields, or shields of conseqence, unless a specific episode can be cited for that. As for the match up list, I would also put down that a Mk. II or VII Viper also could get the win, if they are also equipped with nuclear missles.

Are you talking about fighters like the ships that were used from the Maquis? If that is the case, than I refer to the Voyager episode »The Caretaker«. This Maquis fighter had shields that were able to withstand the attack of the Cardassian Galor-class warship Vetar, commanded by Gul Evek.

Chakotay's Maquis raider ship is not the same class of craft as the Federation fighters, even though they share a similar shape. Look closely at the cockpit areas and the size. The Maquis ship is much larger and has noticeably different details. See the Memory Alpha article here for more information.

The Maquis raider came in varying sizes.
The smaller variant had a small cockpit with seating for two, and a cargo area in the aft section (DS9: »The Maquis, Part 2«, TNG: »Preemptive Strike«).
The larger version had a separate and much more spacious cockpit which held four stations (DS9: »The Caretaker«).
At least the larger version had shields, that were able to withstand an attack of an Cardassian Galor-class warship (DS9: »The Caretaker«).
But considering the fact that it is known that even small shuttlecrafts have shields (TNG: »The Mind's Eye«) and that the smaller version of the Maquis raiders could take hits coming from considerable larger ships without being destroyed immediately (TNG: »Preemptive Strike«), there is no reason to assume, that the smaller version of the Maquis raiders, which still are comparable in size and power to a Danube class runabout (DS9: »The Maquis, Part 2«), do not have shields or, if they were indeed not constructed with shields, are not upgraded with such before they are send into a battle.

Yeah, I can't see the UFP not equipping its fighters with shields. That just doesn't seem like them.
